If you have installed Exchange 2010 on Server 2008 R2 and are having issues getting the EMS to connect to the local server with the following error:

Connecting to remote server failed with the following error message: The WinRM client cannot process the request. It cannot determine the content type of the HTTP response from the destination computer. The content type is absent or invalid. For more information, see the about_Remote_Troubleshooting Help topic.

I changed the following values located in the applicationHost.config file in Windows\system32\inetsrv\config:

Section -->

section name="handlers" overrideModeDefault="Deny" - change this value from "Deny" to "Allow"
section name="modules" allowDefinition="MachineToApplication" overrideModeDefault="Deny" - change this value from "Deny" to "Allow"
